A night-time raid by a SWAT team in rural Georgia resulted in the maiming of an 18-month-old boy when a "flash-bang" grenade landed in his crib. Police broke down the door expecting to find a drug dealer and instead found a family of four small children visiting relatives. After more than a month in a medically-induced coma and numerous surgeries, "Bou Bou" Phonesavanh left the hospital with more than $1,000,000 in medical bills. But when the hospital asked county officials to pay for their SWAT team's mistake, they refused. And a controversial grand jury decision left a family and a community calling for justice. Matt Gutman confronts government officials to find out how the tragedy happened and who bears responsibility. "20/20" airs on FRIDAY, DECEMBER 19 (10:01-11:00 p.m., ET) on the ABC Television Network.

Plus: It's a holiday tradition as familiar as decorations and presents under the tree - package thefts. This season over one billion packages will be delivered, and with so many of those dropped on doorsteps, thieves see an opportunity to swipe some pricey loot. But homeowners around the country are getting more creative in their attempts to combat package pilferers. One family in West Virginia rigged their house up with cameras and when presents they'd ordered disappeared they went straight to the videotape. Plus, a Portland, Oregon police department has taken it upon themselves to become Santa's newest helpers -- returning the stolen items to families all over and ensuring this Grinch won't steal Christmas. Matt Gutman reports.

Additionally: For many, the holidays mean trees, lights and inflatable snowmen on their front lawn. But those decorated homes can be a nuisance for others. The mayor of Plantation, FL is attempting to shut down one family's elaborate display of 200,000 lights saying it is causing traffic jams. In suburban Pittsburgh, Bill Ansell's anti-Christmas display has his neighbors in an uproar. For the first time, the neighbors come together and tell Deborah Roberts that this Grinch has not only ruined the holidays, he is terrorizing the street and rendering their homes worthless. "20/20" also hunts down Ansell himself to try find out why he is doing this.
