COMMISSAR'S REPORT, THE (HBO, New!) - Martyn Burke is looking to bring his 1984 Cold War satire to the small screen at the pay channel. The project follows Dimitri, "a young spy in post-war Stalinist Russia who rises so quickly through the ranks of Soviet espionage that he is sent to New York as a spy to help bring down America. But his life is quickly in mortal danger when he finds himself not only in love with America, but through a fluke of fate, becoming what he is pledged to destroy - a major capitalist." Jerry and Janet Zucker will also executive produce via their Zucker Productions banner. (Deadline.com)


HAPPY VALLEY (HBO, New!) - Brian De Palma's proposed film - chronicling "the fall of Penn State head football coach Joe Paterno, whose legend was undone by revelations he and others in the football program were aware that former defensive coordinator Jerry Sandusky was molesting children, and did little to stop it" - has found a home at the pay channel. Al Pacino and John Carroll Lynch have already been cast in the principal roles with Edward R. Pressman - who had optioned Joe Posnanski's book, "Paterno," upon which the film is based - and Pacino's manager Rick Nicita producing. Jon Katz will executive produce. Dave McKenna had previously been in talks to pen the script. (Deadline.com)


IN AMERICA (HBO, New!) - Jim Sheridan's 2002 feature - about "an Irish family who, broke and looking for a fresh start, settles in an apartment building in the Bronx where they struggle to befriend their neighbors, also immigrants, and realize they all have one thing in common: a past that continues to haunt them" - is being developed as a drama at the pay channel. Said effort comes from Fox Television Studios with Sheridan executive producing alongside his daughters Naomi and Kirsten as well as Pancho Mansfield and Manage-ment's Dan Halsted. (Deadline.com)


LOS SERRANO (FOX, New!) - Mike and Julie Scully ("The Simpsons") are set to team for a multi-camera comedy at the network about "a widower with three sons who reconnects and marries his high school sweetheart, a divorced mother of two girls." 20th Century Fox Television is behind the project, which is based on a Spanish format created by Daniel Écija Bernal. Globomedia's Laura Fernández Espeso; Ombra Films' Jaume Collet-Serra and Juan Sola; and Mediaset will also executive produce. (Deadline.com)


ONE GIANT LEAP (TNT, New!) - Al Reinert (Apollo 13) is spearheading a four-hour event miniseries at the cable channel about "the life of NASA astronaut Neil Armstrong who became the first man to walk on the moon." Said effort will be based on Leon Wagener's book of the same name, subtitled "Neil Armstrong's Stellar American Journey." eOne Television's John Morayniss and Michael Rosenberg and Pooka Entertainment's Reinert and Kevin Cleary are the executive producers with Pooka's Patti Vasquez and Content House's Josh Morris are co-executive producers and Guy Oseary as a producer. PAIR OF ACES (ABC, New!) - Meredith Lavender and Marcie Ulin ("Nashville") are developing a new drama at the Alphabet about "brothers Chris and Alex Reyes, Latino golden boys who are both best friends and rivals. They are rising stars in Texas politics whose destiny is engineered by their manipulative mother Maria. She is determined to turn the Reyes family into the most powerful dynasty modern politics has ever seen." Universal Television is behind the project, which has a penalty attached and was inspired by the 2003 Vogue article that profiling twins Julián Castro, mayor of San Antonio, and Joaquin, then-newly elected U.S. congressman. UnbeliEVAble Entertainment's Eva Longoria and and Ben Spector will also executive produce alongside Conde Nast Entertainment's Dawn Ostroff and Gina Marcheschi. (Deadline.com)


SUPERGIRL (CBS, New!) - Greg Berlanti and Ali Adler's small screen take on the DC Comics heroine - Superman's cousin, Kara Zor-El - has found a home at the Eye, where it has received a series commitment which "eclipses" the one FOX gave "Gotham" last fall. Said effort is detailed as follows: "Born on the planet Krypton, Kara Zor-El escaped amid its destruction years ago. Since arriving on Earth, she's been hiding the powers she shares with her famous cousin. But now at age 24, she decides to embrace her superhuman abilities and be the hero she was always meant to be." Berlanti and Adler will pen the script and executive produce alongside Sarah Schechter for the Warner Bros. Television-based Berlanti Productions. (Deadline.com)


UNTITLED GREG RUSSO PROJECT (FOX, New!) - Greg Russo has sold a new drama to the network "set in the underground world of auto-theft rings and follows a suburban family man who, on the side, runs the most successful custom-ticket auto-theft ring in Los Angeles." Chris Morgan will also executive produce via his self-titled banner at 20th Century Fox Television. (Deadline.com)


UNTITLED PATRICK AISON PROJECT (FOX, New!) - Patrick Aison has likewise landed a drama at the network about "a vengeful young woman and a master assassin who form an unlikely partnership; as he teaches her the art of the kill, their personal lives become entangled." 20th Century Fox Television-based Chris Morgan Productions is behind the hour with principal Chris Morgan also serving as an executive producer.
