FRESHMEN (ABC, New!) - Greg Malins ("How I Met Your Mother") is developing a new multi-camera comedy about "three newly elected members of Congress - two men and one woman - who wind up sharing an apartment in Washington." Huffington Post founders Arianna Huffington and Roy Sekoff are also on board to executive produce the project, which is set up at 20th Century Fox Television. Malins, whose overall deal is based at 20th, will then pen the script - which has a penalty attached should it not go to pilot - and likewise executive produce. As for character specifics, "one has a wife back home, while one is single and a third is just recently divorced." Furthermore, "one is swept up in the movement of change and goes to D.C. to make a difference; one has been in politics for a long time; and one is a master of the media and sound bites." In addition, Malins "doesn't plan to dwell on the characters' party affiliations, although he said it will be clear who's a Democrat or a Republican."


UNTITLED IRS PROJECT (FOX, New!) - The network has given a put pilot order to a new multi-camera comedy from Ron Howard ("Arrested Development"). The project, which comes from 20th Century Fox Television and Howard's Imagine Television, is set at an Internal Revenue Service district office and is said to have "one of the biggest penalties so far this season, estimated in the range of $650,000." Brent Forrester ("The Office") will write and executive produce alongside Howard, Brian Grazer and David Nevins. It's understood the IRS agent at the center "is trying hard to believe that his job is good and noble and provides a very important, vital service" but is surrounding by "a group of eclectic characters who have come to the job from different paths and who represent different points of view and different voices."
